Civilian Defence Force Launches to Strengthen Community Preparedness and Volunteer Service Across Canada and the United States
London, Ontario – Jul 2nd, 2026 – The Civilian Defence Force (CDF) proudly announces its launch as a volunteer-led organization dedicated to promoting community preparedness, civic responsibility, emergency readiness, and neighbour helping neighbour throughout Canada and the United States.
Founded by Canadian Navy veteran and entrepreneur Robert Anthony Brooks, the Civilian Defence Force was established on a simple principle:
Strong Christian communities are built by prepared citizens.
The organization seeks to unite Christian individuals from every background—including veterans, first responders, tradespeople, healthcare professionals, educators, business owners, students, retirees, and community volunteers—who are committed to serving their communities through lawful, peaceful, and organized volunteer efforts.
“Communities are strongest when ordinary people know one another, are prepared for emergencies, and are willing to step forward to help,” said Tony Brooks, Founder and National Spokesperson. “The Civilian Defence Force is about service, preparedness, leadership, and building stronger neighbourhoods. It is not about replacing emergency services or law enforcement. It is about supporting our communities before, during, and after times of need.”
The Civilian Defence Force will focus on initiatives including:
-
Emergency preparedness education
-
Disaster response support and volunteer coordination
-
Community resilience projects
-
Leadership development
-
Neighbourhood communication networks
-
Community service initiatives
-
Volunteer training and public education
-
Youth mentorship opportunities
-
Partnerships with local organizations and charities
The organization intends to establish volunteer chapters across all Canadian provinces and U.S. states, creating local networks that understand the unique needs of their own Christian communities while operating under a common mission and code of conduct.
CDF’s guiding values include:
-
Service Before Self
-
Integrity
-
Respect
-
Responsibility
-
Community

The organization’s motto, “For Love of Country” (Pro Amore Patriae), reflects its commitment to supporting communities through lawful volunteer service, civic engagement, and mutual assistance.
Membership will be open to Canadian and American Citizens individuals who support the organization’s Christian mission and agree to uphold its standards of professionalism, respect, and compliance with all applicable laws.
As the organization grows, CDF plans to develop educational programs, leadership training, volunteer opportunities, and community partnerships designed to strengthen resilience across North America.
Those interested in learning more or becoming involved are encouraged to visit the organization’s website as additional information becomes available.
