Circle8 Group, Inc. formerly Atlantic International Corp. (Nasdaq: CIRC)
, is a global technology and workforce solutions company serving enterprise, government and multinational organizations throughout North America and Europe. Through its portfolio of specialized businesses, CIRC delivers technology through four complementary business platforms: Technology Consulting, Technology Solutions, Managed Services and Technology Workforce Solutions. Together, these capabilities enable customers to engage CIRC through one integrated platform supporting the complete technology lifecycle, from strategic advisory and highly specialized technology professionals to multidisciplinary project teams, end-to-end technology solutions, managed services and long-term operational support.

As organizations accelerate investments in artificial intelligence, cybersecurity, cloud modernization and digital infrastructure, they increasingly require partners capable of delivering complete business outcomes rather than individual services. The CIRC strategy is built around a simple market reality: organizations increasingly want fewer suppliers, greater accountability and one trusted strategic partner capable of combining technology consulting, technology solutions, managed services and technology workforce solutions through one integrated platform. This differentiated operating model positions CIRC to participate in attractive long-term growth markets while enabling customers to execute increasingly complex technology initiatives with greater speed, flexibility and accountability.

Recently awarded contracts support that strategy. CIRC has announced two major European public-sector agreements valued at $380 million and $52 million, reinforcing its position as a trusted partner for enterprise and government organizations executing successful large-scale technology initiatives.

With annualized revenue exceeding $1.2 billion, CIRC helps organizations design, build, modernize and operate the technology environments that power their businesses while strengthening long-term customer relationships and creating sustainable shareholder value.

$175 Million Contract Extension from the Dutch Ministry of Infrastructure

Extension Builds on Recently Announced $380 Million and $52 Million Public Sector Technology Contract Awards

On July 1st CIRC announced a one-year extension of its strategic agreement with Rijkswaterstaat, the executive agency of the Dutch Ministry of Infrastructure and Water Management.

The renewed agreement extension will be effective from December 1, 2026 through November 30, 2027, this continues the CIRC position as one of the main strategic delivery partners supporting Rijkswaterstaat’s technology and digital transformation initiatives. The renewed/extended agreement represents an estimated annual contract value of approximately $175 million, reinforcing one of largest and longest-standing public sector CIRC customers.

For many years, CIRC has supported Rijkswaterstaat by providing highly specialized technology professionals and technology services across mission-critical initiatives supporting the Netherlands’ national infrastructure.

The extension further validates the CIRC strategic evolution into a comprehensive technology solutions provider. Together, these complementary capabilities enable enterprise and government organizations to engage CIRC as a single strategic partner across the complete technology lifecycle—from strategic advisory and specialized technology professionals to multidisciplinary project teams, project delivery and long-term managed services.

As organizations continue to accelerate investments in artificial intelligence, cybersecurity, cloud transformation, software engineering and digital infrastructure, they increasingly seek partners capable of delivering comprehensive technology outcomes rather than individual services. CIRC believes its integrated operating model positions the Company to deepen long-term customer relationships, expand higher-value technology services and increase recurring revenue opportunities.

The Rijkswaterstaat extension builds upon the CIRC strong commercial momentum throughout 2026. Earlier this year, CIRC announced major European public sector technology contract opportunities valued at approximately $380 million and $52 million, demonstrating continued strong demand for the CIRC integrated technology platform across government and enterprise customers. Including this announcement, CIRC has attained public sector technology contract opportunities representing an aggregate value of more than $600 million, underscoring the Company’s growing leadership position in delivering technology consulting, managed services and specialized technology workforce solutions to government clients.
