Chinedum Ndukwe Wins LIHTC Award for Cincinnati Development
CINCINNATI, OH – June 19, 2026 – Chinedum Ndukwe and Kingsley and Company received a 9% Low-Income Housing Tax Credit award for the 2828 May Street development in Cincinnati’s Walnut Hills neighborhood, a mixed-income project co-developed with Louisville-based Socayr Inc. The firm will serve as builder on the project, marking another milestone in its continued expansion across Ohio through targeted development partnerships and community-centered redevelopment.
The 2828 May Street development takes shape through a partnership that began after Kingsley and Company engaged Beacon Property Management, a Socayr Inc. affiliate, to assume management responsibilities for Victory Vistas. As the relationship between the firms developed, the partners identified an opportunity to collaborate on the May Street site after KCO reached its allocation limit for additional affordable housing transactions. Under the arrangement, Socayr Inc. will develop the affordable housing component of the site while KCO leads the workforce housing portion, creating a mixed-income structure developed in coordination with Walnut Hills neighborhood stakeholders and community representatives.

The designation will help address the demand for affordable housing in Cincinnati while contributing to neighborhood reinvestment and economic activity in Walnut Hills.
